I don't believe the authorities have any idea just how far Covid has spread around Victoria and the whole of Australia.
Or, maybe they do but don't want to say to avoid panic amongst the population and cause even more economic disruption on top of what we've already had.
We must have/have had a lot more cases than the 'official' numbers suggest, I'm betting its been that way since the virus arrived in Australia nearly 18 months ago. Problem is, a lot of undocumented cases were probably asymptomatic or just thought they had the common cold or flu and didn't get tested for Covid.

The person appears to have visited the service station attached to the Big Merino and stayed in a campground in Jervis Bay during a visit on May 23 and 24.
Watch out, Sydney (and the whole of NSW), you might be in line for the next week long (or longer) lockdown.
