Actually you can just cross a border and claim asylum, its then up to the country in which you seek asylum to determine whether you met the correct criteria

Not the coastline of a landlocked country genius.......you can even go to a consulate or embassy and apply for asylum.......and you'll stand a far better chance than just illegally crossing a border........and you still have to have a genuine reason for seeking asylum........
