...rather than recruit (or draft) more Medical Staff for a system that is good for Research (and tax-payer fundings) but obviously lacks the numbers at the bottom end of the pyramid.
The obvious sign is the media feeding the 'frustrated, angry and whinging' city citizens who have to wait up to 8 hours in car long line-ups for Tests.
Why aren't all these whinging people complaining that they can't get work, all joining the Medical Industry to help put a Testing Clinic in every suburb? It's not hard to learn to put a swab up a nostril and yet to quote an Airline Steward on the Drum during the 1st Wave, out of work - that working McDonalds is not justified to his level of expertise. 

Spoiled brat Australians - complaining about the lack of Medical (mostly feminised) help and Staffing, yet would rather cry for more other Taxpayers to fund their businesses and Centrelink payments for not working rather than join the Medical ranks and help swell an obvious shortage in Medical lower strata Staff.

Crying about the lack of Vaccines and blaming Hillsong ScoMo and his preachings... the Aust Media not wanting to admit that when it comes to Vaccine Global Distribution - Australia is around last on the list to receive... because Australia's Economy is #1 on the planet, its Geographical isolation is an advantage and Australia 'can afford' strict Lockdowns in prevention.
Hundreds of thousands around the world are suffering the worst effects of the Global Pandemic and whinging Australians cry "Me First!" for Vaccines.
Italy had to teach Hillsong ScoMo a lesson by folding on over half of its order to Australia to treat its own people while Australia was lucky at the time to have at least x2 cases of Covid.

Now with the concept of Vaccination on the agenda in Australia, Companies like Qantas and others are pushing to get their $$$$ and let the infected world in.

It's all about the Money and dear Gladys took it softly against the Delta Strain under pressure from the Money Grubs who didn't want a Dan-the-Man Hard Lock Down tactic. Now look what's happened in NSW... it's highly likely that there is no coming back from this.

You must understand that a person who receives the Virus from 5 other people, is going to get a bigger whack from it than from just 1 other person: more fuel to the fire makes the Viral infection more severe. Lets hope that Vaccination softens the blow, even as people still get infected with the Virus. You might live, but your lungs might still be permanently damaged.

Covid? Well what do you expect from a filthy, polluted world of decaying eco-systems, thinning quality of oxygen in the atmosphere and OVER-POPULATION AND OVER-INDULGENT societies that extract an un-sustainable demand of everything and everyone else. Proof is in the pudding.
