Australia did indeed have a national pandemic strategy
Prior to covod arriving

We have always had one
It mainly dealt with mobilising public health and hospital resources
Infection control and quarantine

Interestingly the idea of locking down areas is not mentioned

Yes sick people are expected to be put into isolation

But not healthy people

The rationale for it seems quite bizarre
Locking people up in houses
As they are doing in south west Sydney as we speak
Particularly where you have multi-generation people living in small units
Almost guarantees that every household contact will catch it

You are effectively forcing the entire family unit to catch the virus
Bizarre
