I have come to assume,
cynically, that where there are none, politicians are prepared to 'manufacture' a series of community crises.
i.e.
For the politician,
even an activity which has no real or useful purpose or public utility,
it still enables their PR staff to release media announcements, which can widely justify their [their boss's] authority and existence, to those who elect them.
Like i said, cynical.
