Realistically, ex-police officers should not be giving out information about their former job's policies and procedures. An expert on police matters should know that. But, hey, this is a question about traffic matters, not a criminal matter. Though there is not a quota, according to a police officer I knew, the supervisors expect officers to have given out traffic fines to those that they can prove have been caught doing a traffic violation. Traffic fines account for part of an officer's pay. That is why they are so eager to fine people for traffic violations.
