Um, no it's not. It's up to whoever is security/admin for the site. Did you complain to the ATO, MyGov, etc for requiring passwords of a certain strength? It's up to you to fit in with policy.



If the site had a minimum requirement for the password to be a certain strength then that should have applied when the password was originally changed.



Even though it may have been made 10 years ago when things were not as security conscious? If policy for web sites change, and they do all the time, the user is required to keep up or stop using the services.

I'm not here to debate about PA or how and why things are as they are there, I don't care. My only point here is about your stunad claim that people can have whatever password they like, including none I presume.
