True, but that has nothing to do with relative wealth. Would you like to have another go at telling us what it means?
The topic is relative poverty which has remained fixed in Oz over the last 3 decades, whereas relative poverty is decreasing in China because the government subsidizes the working poor, without relying on charity to deal with disadvantage.
