The deterioration comes amid tense relations between Russia and NATO, whose members have been claiming that Moscow is planning "an invasion" of Ukraine. Moscow has repeatedly denied the accusations, warning of the possibility of provocations by Kiev in a bid to resolve the conflict in Donbass by force.
The militia of the Lugansk People's Republic stated that the situation in the region has deteriorated significantly over the past day, as Kiev is trying to escalate the conflict. The republic urged international observers to record the attack and take measures to prevent aggression by Ukraine.
Earlier in the day, the Ukrainian military fired mortar shells and grenades at four localities in the self-proclaimed Lugansk People's Republic (at 2:30 a.m. GTM on Thursday), according to the Joint Centre for Control and Coordination.

"Ukraine's armed units grossly violated the ceasefire regime, using weapons that, in accordance with the Minsk agreements, should be withdrawn", an officer of the LPR mission to the JCCC noted.

In eastern Ukraine, monitors of the Organization for Security and Cooperation in Europe reported a sharp escalation in ceasefire violations along the frontlines dividing Ukrainian and separatist forces.
Both Ukrainian armed forces and separatists controlling parts of eastern Ukraine spoke of renewed shelling in the region early Thursday. Video and images confirmed by CNN show that a kindergarten in Ukrainian-controlled territory was hit by a shell Thursday.
In a statement on Twitter, Dmytro Kuleba, Ukraine's foreign minister, said the village of Stanytsia Luhanska "was shelled with heavy weapons from the occupied territory of the Donbas.
Kuleba accused Russian-backed separatists of using a tank to carry out artillery fire in eastern Ukraine. Speaking alongside his British counterpart, Liz Truss, the Ukrainian foreign minister accused Russia of spreading disinformation to blame Ukraine.
"These shells came from the temporarily occupied territories of Ukraine, which are controlled by Russia," Kuleba said in Kyiv.

Brussels - The EU strongly condemned the reported shelling of a kindergarten in Lugansk by the Ukrainian army.
The EU has said such indiscriminate shelling of civilian infrastructure is completely unacceptable and a clear violation of the ceasefire and the Minsk agreement.

In tonight's statement, EU Foreign Minister Josep Borrell called for an urgent end to the escalation of violence and welcomed the "constant restraint" of the Ukrainian army from attacking civilians.
