His 'advisors' learnt a long tome ago, you do not bring bad news to the Tsars table.

That is where a democracy (even not a good democracy) has an innate advantage.
In a democracy, differing points of view are constantly arising.

A “loyal” Opposition likewise plays a valuable part. One of the things plaguing the Confederates was the lack of such “Loyal Opposition.” Just no way for alternative viewpoints to be expressed. Jefferson Davis leaving Braxton Bragg in command of the armies at Chattanooga after the fruitless victory at Chickamauga being one such stupid decision due to lack of an effective Opposition Party. When Maj Gen Patrick Cleburne, the Confederacy’s single most effective divisional commander submitted a well-argued paper on arming slaves to fight for the Confederacy the paper was buried and Cleburne never advanced beyond divisional command (he was killed in the suicidal battle of Franklin–the result of another “brilliant” decision by Davis to replace cautious, skilful J E Johnston with reckless John Bell Hood in command of the Army of Tennessee. Hood lost Atlanta to William Tecumse Sherman.)
