About 1% of alleged criminal offenders in Victoria in the year ending September 2017 were Sudanese-born, the Victorian Crime Statistics Agency (CSA) says, while the Sudanese and South Sudanese communities together make up just 0.14% of the state’s total population.
The majority of crimes in Victoria, unsurprisingly, are committed by people born in Australia. The second-highest cohort were New Zealanders, which are the fourth-largest migrant group in Victoria.
The over-representation is a misconception and a misconstruction.

However, by pulling out particular offences you can highlight certain groups. For example, in charges of riot and affray, people born in Sudan made up 6% of all recorded offenders, compared with 71.5% born in Australia and 5.2% born in New Zealand, a federal parliamentary inquiry reported, citing CSA statistics."

Regardless of who you like to point your finger at, the vast majority of all groups are law abiding. To try to judge an entire group by the minute criminal element is absurd, and frankly disgusting.
Australians - except Aborigines - are not over-represented in crime stats. Africans, Maoris, Islanders, Arabs are. Why? Importantly, where are they 'vast majority law abiding communities' to reign in the 'tiny minority' of criminals? Where is the African, Islander, Muslim, Aboriginal community and their wonderful vibrant enriching cultural goodness when it comes to reigning in their own young??? It fluctuates over time due to socio-economic factors, and no ethnic group is more intrinsically corrupt than another. In another era, you'd be railing against the Irish, for example. And the perpetrators of crime represent an iota in any group. The only people worthy of your pharisee-like condemnation are the actual perpetrators themselves. Smearing everyone else in a group that isn't responsible is a pointless, worthless and absurd exercise. So the "community" has nuffin' to do wiv nuffin' when it comes to African or Aboriginal HUGE overrepresentation in crime. They are just like everyone else - except they are victims of others noticing their overrepresentation in crime, which is everyone else's responsibility and fault. Got it. Obviously, you didn't get it, Frank. The current over-representation is meaningless over time. What didn't you get about the Irish once being over-represented in crime in a different time? What didn't you get about the fact that if one person commits a crime it hasn't got anything to do with someone else who hasn't committed a crime? I mean Frank are you a mass-murderer because someone who looks like you perpetrated such a crime? Is the burden of Tarrant's atrocity on your shoulders? Proportion and impact. Are you familiar with the concept of proportion and impact? Not really. Cancer cell, for example, are a tiny minority of all the cells in a body. And yet, we treat people with cancer cells. By your reckoning we shouldn't coz cancer cells are a tiny minority and are not representative of all of the other, happy little non-carcigenous cells. A small minority of aliens tearing at the fabric of social peace IS a cancer and must be dealt with. Letting it spread is an idiot's response. It seems that you couldn't address what I said, so you created a straw man to knock down.Something I did not state or imply. What you are doing is trying to smear specific groups that you don't like with a small element within them. It's a meaningless and failed line of reasoning. But you seem unable or unwilling to understand. That's ok, it's not unexpected. No one is saying that those that transgress the law shouldn't be dealt with. All those little "cancer cells" are dealt with wherever they occur and the healthy tissue is left alone.
