An offender knows before hand that if they are convicted, there is a possibility that they could get the death penalty, in certain States. It's a risk they are aware of before committing a serious crime

Bring back the noose and put it on live prime time TV
so everyone can see justice being done including
anyone thinking about doing a home invasion.
That would fix it overnight.
