It should be noted of course that not all women can become pregnant.
Many are born with reproductive organ dysfunction or absence. A lack
of fallopian tubes, a cervix, or a uterus are classic examples.

Infertility in women is a more common problem than many people realize.
Incurable polycystic ovarian syndrome affects 6% of all women for example.
And chromosomal abnormalities of the ova means a woman can't sustain a
"normal" pregnancy, with only a third of those using IVF becoming pregnant.

So... "people with the capacity for pregnancy" is a legitimate term.
