That IS the point, Thicko Gino - they were just little territorial bands, clans, tribes, wondering the perimeters of their tiny little  foraging territories.
Never nations, never sovereigns. The only things that links them is that they were equally primitive little tribes,  unaware of anything remotely approaching nationhood.

There is no instant bridging of the HUGE chasm in levels of social organisation between 20,000 BC and 1788.

Once he establishes this 'precedent' - 'treaty' with the losers on their terms without any consultation with the people - the majority stakeholders - it's not even a stone's throw for Albo to do the same at Federal level - I predict during the 'sorting out' or implementation phase of his 'voice' IF it gets in....... just a minor administrative thing, you know - no need to seek another referendum to see whether the people want a treaty with their own citizens ... or are they citizens?
