The table towards the bottom of the article broke down the COVID years from 2018 to 2019. It showed, that NSW was losing alot of residences pre covid, and that trend continued. During the COVID years, allowing for capita correction, net out flux of NSW is about 10 to 20% more than Victoria.
Interestingly, the population growth is mainly towards WA and QLD, two labor states that the right wing also described them as 'gulags'.
What the Hell?!? Your own link's diagram shows that the biggest SHOCK in the interstate migration trend stakes affected Victoria the hardest!

Edit : Also the no. of people in Victoria is approx 6.5 million. NSW has a population of 8.3 million. So in having more people ie a larger economy - we here in NSW were in a better position to absorb some population loss. And even then the main reason for moving was : baby boomer retirees looking for cheaper housing in a warmer climate. And QLD is just an 8 hr drive away up the coast. BFD!
Before Covid19 look at how many were leaving Victoria.
Now look at that figure after Covid and Dhead Dan's harsh lockdown.
NSW came nowhere near such a population shock exodus.
