No he definitely was not allowed to remove them from the building. The day he was no longer president he had no right to access them at all without making the proper requests with a specific reason.
Having one single document would have anyone else arrested on the spot. It happened in 2022, A woman went to prison over 1 document where the correct process was not followed with some notes she had taken.

The government had been trying to get them back for 18 months.
They talked to him and after 12 months got back 12 boxes. They were told that was all of them.
The found that there were still documents missing so asked again - more negotiation and the got a few more back. There were still documents missing. They subpoenaed the missing documents and visited again. They recovered a few more boxes.
Then they found still more boxes missing. The got the video tape to the storage room and found that boxes were being re located.
After 18 months Trump had refused to return all the documents. In what had been recovered top secret and critically dangerous documents were included.
The FBI had exhausted every method to recover the docs. Trump had obstructed the recovery and moved docs to hide them.
When the search was done they found documents in at least 4 locations including Trumps office none of these locations were secure.
