So the "issuing power of the people" should used by the public sector, when the private sector fails to produce the outcomes wanted by "the people".

How difficult is that to understand?

Of course, the TAI and CFMEU have a different approach, namely, tax the rich/tax company 'super-profits', but such policies are.....divisive, just like the Yes campaign which is really about 'fairer' resources distribution - hence politically divisive.
