"In principle" agreement was reached by a majority of delegates for an Australian Republic (though a minority bloc of monarchists dissented). Following a series of votes, a proposal for a "Bipartisan Appointment of the President Model" for an Australian republic was endorsed by a majority of delegates who voted for or against the motion (monarchists and some radical-change republicans abstained from the vote).[6] The Convention recommended to the Prime Minister and Parliament of Australia that the model, and other related changes to the Constitution, supported by the convention, be put to the people in a constitutional referendum in 1999.

Not correct. The republicans supported 2 models and could not agree.Turnbull forced through his prefered option which meant that about 50% of the republicans didn't support it - he split the republican vote in two. The 50% of people who didn't like either republic models were always going to vote against it. In other words the proposed model never had a chance as it was only supported by at most 30% of the community. Turnbulls bullying killed it stone dead. The politicians involvement didn't help by insisting that there was only one model that they would support. they never had any intention of allowing a system where they didn't maintain full control.
The system that the politicians supported was and is the one that the people didn't.
