The benefits of that program that the great divide keeps telling us was working so well... that guy's family obviously learned to shoot arrows, and passed the family lore on...

Not much answer other than to clean 'em all out, or let 'em go at it and kill one another.

Peppimenarti isn't Wadeye(Port Keats).

They are 5 Aboriginal communities along the Port Keats road including Wadeye which is the last.

Wadeye just gets the most attention.
