It did do that, but the funding - for the nonmarket jobs - was withdrawn, so the learnt skills were abandoned; you can't eat learnt skills which aren't receiving a wage.

Wrong again, the CDEP was intended - and did - create jobs which would give purpose to the workers engaged, and benefit to the community, manifested in the work done.

Don't worry about treasury: Oz just committed to forking out half a $trillion over the next 3 decades...to create jobs in SA.....no problems with the treasury (though I agree with Keating who has some harsh words to say about the subs...)
