Maybe, but parliament and the executive can resist it.
Note , a JG is not "free" money for the individual, it has to be earned by doing useful work (though from the Treasury's point of view, the funding can be created 'out of thin air' if the resources to manage a national JG are available - another story).
(Now if the High Court wants to sell/grant Oz to 'First Nation's people' , the PM will have to do a Netanyahu, and rein in the High Court...in Oz's case, the majority would be with the PM).
