Maybe, but parliament and the executive  can resist it.

Note , a JG is not "free" money for the individual, it has to be earned by doing useful work (though from the Treasury's point of view, the funding can be created 'out of thin air' if the resources to manage a national JG are available - another story).    

(Now if the High Court wants to sell/grant  Oz to 'First Nation's  people' , the PM will have to do a Netanyahu, and rein in the High Court...in Oz's case, the majority would be with the PM).

And the native New Zealanders are far, far more advanced in both culture and technology that our bunch.

They had a political structure, built houses and even had laws.

They made tools and weapons far surpassing sharpened sticks of Australia.

If they can't make it work, how will the primitives here make it work?

But even so, nowhere near as effective as the "fire-sticks" (rifles) of Europeans.

Someone said we could not judge a person's Aboriginality on their skin colour.  Why isn't that applied in the matter of Pascoe?  Tsk, tsk, tsk...   Roll Eyes Roll Eyes

You're damned right Parliament doesn't have to listen to what an advisory body says.... we thank you for telling us you demand real power to force government to do as you see fit.... all 1200 of you.

"One-off payments had been offered by the federal and state governments to residents across the Gulf of Carpentaria who had been directly impacted by floodwater, while grants totalling $12 million were announced for primary producers and businesses last week."

Don't act - throw money instead.  Plenty of that to go around while Grapplers with heart failure sit in the waiting room at ER and then wait two days for first treatment .... $100m a day and just dig into the endless pot every time for more party time money.

And there it is in black and white, ladies and gentlemen.... throwing money at the situation is doing nothing....  how about we force 'em all into a job with mutual responsibilities and give em a voice that does nothing real at huge cost?  Plenty of jobs out there...... for those that want 'em ... digging ditches and levees... you know.... re-directing the rivers .... building dams and creating a garden of Eden.......... making a start on Aborassic Park ......................

The CDEP: the situation in 1977

"On 26 May 1977, the then Minister for Aboriginal Affairs, the Hon Ian Viner MP, announced the
creation of the CDEP scheme program as part of a package of measures designed to deal with the
employment problems noted in the Working Group’s report. The Minister observed:
Unemployment benefits have been available to Aboriginals as to other Australians unable
to obtain work. In some cases, as the working party report has revealed, the lack of activity when combined with unemployment benefit has produced serious social problems such as alcoholism and other health hazards. ... The Community Development
Employment Program will provide work for all Aboriginals in a particular community who wish to work. Finance for the CDEPs will be provided to individual Aboriginal
councils to enable the council to pay for work performed by individual community members, preferably on a cooperative, part-time or contractual basis. The total monies available to a community would be determined in consultation between the community and departmental officers. In determining the amounts available, the entitlements of individual community members to unemployment benefits would be taken into account.


Note the bolded: individual agency achieved via waged work, compared with destructive dependency engendered by 'sit down money' aka euphemistically called 'social security'. 

Part of the reason for the success of the scheme was its development within local communities, designed for prevailing local conditions, giving a sense of ownership and obligation to one's community.
