Yes, the damage done was likely broken windows.

Common in certain areas and car parks where cars routinely have their windows smashed to get to loose change, cigarettes or anything else of value.

In these areas, it's almost better to leave your car unlocked were it not for those, who would smash your car's window, now sit in your car. They may even leave their calling card on the driver's seat.

The claim was that there were notifications every 21 minutes. So the claim is correct.

Substantiated - what that means is not not explained.

I imagine there is a lot of feral activity and considering that there is serious violence and neglect and abuse, much of the feral stuff skates along on the edge, not worth intervention when there is so much other, more serious stuff going on.

Pinching Freddos from the Kwiki Mart or kiddies absent from school or turning up dirty and hungry every day will not be 'substantiated' cases of abuse or neglect.

That, my son, was my childhood..... do not laugh....... though nobody I know would believe it if I told them.... the ex blabbed to her art group once that I'd been abandoned in an orphanage.... then was taken back 'home' for that kind of treatment.... always bathed but no way to wash clothes etc.
