Which makes the one "every 21 minutes" claim totally erroneous, and meant
simply as a 70-point headline in a grubby NT newspaper only worthy of
wrapping fish and chips.
The claim was that there were notifications every 21 minutes. So the claim is correct.
Substantiated - what that means is not not explained.
I imagine there is a lot of feral activity and considering that there is serious violence and neglect and abuse, much of the feral stuff skates along on the edge, not worth intervention when there is so much other, more serious stuff going on.
Pinching Freddos from the Kwiki Mart or kiddies absent from school or turning up dirty and hungry every day will not be 'substantiated' cases of abuse or neglect.
