No, not really.

Joe and Mike were both authorised to take home documents for work purposes, and neither of them intended to keep them.

Don, on the other hand, had no authority to remove the documents (he stole them after he lost the election), and as we all know he fully intended to keep them.

Joe and Mike were careless, but Don intentionally committed a federal crime.

But it wasn't a crime as they didn't intend to retain the documents.

It's totally unacceptable, but still not a crime.

Donald Trump, on the other hand, knowingly and willingly committed a crime - he should be charged, convicted, incarcerated, and prohibited from ever holding public office again.

Pence and Biden - along with their aides, lawyers, etc. - should be trained in the proper handling of National Archive documents.

The normal woman who transported docs she was allowed to take home incorrectly with zero intent went to prison. The fact is she had the docs not in the correct sealed bag - here is your cell. No discussion no negotiation to return them no need for intent.

For everyone else it is simply - you have the doc - You go to jail.

Have you ever argued with the police officer - No I didn't intend to drive too fast, I didn't intend to rob that bank or I didn't intend to steal those documents ?

In this one the difference is that Donald has admitted that yes he did intend to take the documents and he did refuse to give them back.
