That local voice needs a conduit to Canberra which 'The Voice' allows for.

Of course they're not, but young countries of migrants have the advantage of being capable of structuring a nation as more or less 'one and indivisible' - at least in that their descendants consider themselves Australians, Canadians, Brazilians etc first.

Indigenous tribal peoples identify themselves by tribe first and often only.

Then the govt, of the day can change the set up of 'the voice' so as to reflect expectations off the day.
This is why the referendum doesn't specify how the voice is to be set up. So as to give future governments flexibility . The only thing that will be set in stone is that there will be a voice, how that voice is to be presented is up to the government of the day.
