More than 10 years ago, there was an influx of people moving to Rockhampton from NSW. They were taking advantage of the mining boom and other job opportunities in the area. They were also saying that they were trying to get away from the crap going on in NSW. We had probably 90,000 people living in town, and it was cramped. Eventually, they dispersed to other regions of the state. I noticed that overcrowding died down.
Please don't tell me that people from the Northern Territory (a region with 250,000) would not see some of the Territorians moving interstate. With minimal impact on other states, but a big impact on the Territory as a whole, the change can be considerable to the economy.
