It mightn't not. Destitution, racial embarrassment, self-pity, etc., may understandably explain considerable amounts of their lack of pride in themselves. But, there is no way that those circumstances give an excuse to act in disgusting ways. Much of the demotivation to improve themselves comes about because "the police won't do anything" in regards to policing such behaviour. She would get put in the drunk tank. The next day, she gets a meal and sent on her way. Perhaps that is her safety net. Get a bed, a roof over her head, a feed. And then she is on her way.

Yes. White people brought civilisation to the indigenous people. Indigenous people are embarrassed about being seen as failures. So, instead of just improving their lives, they go about blaming white people for their own self-inflicted problems.
