I'd be guessing a repeat offender/victim relationships would
mainly apply to spouses (spice?) or partners. Dunno really.
What I am trying to say is that if there are 6,300 assaults, it is highly likely that there are as many as 6,300 offenders. That excludes times when there are multiple offenders committing the same assault.
There is also the possibility that there are 1000 offenders committing 6,300 assaults. And there might also be the possibility that there could be 3,000 victims who have reported being assaulted on average twice.
Or, if we want to go to an extreme, there might be 100 offenders out there committing assaults every week and being responsible for the 6,300 assaults. Or maybe there might be 100 victims out there that have been beaten up on average 63 times each. You never know.
The point is, that you might average per capita having a 1 in 4 chance of being assaulted in Alice Springs. But the offenders and the victims might mainly fit a certain profile. If you keep your wits about you, you are unlikely to be targeted.
