Well, those that exist or went before were not chosen by their own Communities, but you'll ignore that answer as though it was never given.

Bollocks. They were always selected on the basis of Aboriginality and tribal affiliations and clan loyalties.

The Uluru Wheeze was devised by Aborigines, selected by other Aborigines. ATSIC was all Aborigines. NIAA is Aboriginal, as are the ministers, the departments, the land CV i uj bcils, the aboriginal corporations.
Of course none of the Uluru delegates and signatories were democratically elected, nor would the Voice delegates. Democracy is a totally alien concept in traditional Aboriginal culture.
