The teacher would've written the 12 or 20 or
whatever cards in advance with a few different
catchphrases and then simply handed one out
to each child with a request that they draw a heart
under the text and colour it in.

Ultimately though, it's of no concern as to whether
the text or the heart was added first—the "message"
is the same.

And I'm sure, on the day, the teacher would've
said something along these lines as they started
the exercise:

"Today children, we're going to make cards in order
to say how sorry we are that our Aboriginal people
have been treated so terribly by bad white people. 
And we'll each draw a heart to show them we love
them.  We can take them home and show Mummy
or Daddy too.  I'll help you by writing some big
words that will say sorry".

They were created to commemorate Sorry Day. Most people manage to convey the spirit of that without the Sky 'news'-worthy hyperbole.

Apologising for what you have evidently not done makes you a fraud. Anyone accepting such an apology makes them a fraud, too.

Anyone making little children apologise for something they haven't  done and do not understand is a monstrous****ing fraud and should not be let near any classroom.

Or, the kids could have drawn the hearts first and then the teachers added the text.

None of us know for sure what happened.

All we know for sure is that this click-bait has worked very well.
