It takes more than blowing things up here and there to establish and run an empire or a state - particularly when the protagonists do not have a full and modern arsenal to achieve their pipe dream.

Where are ISIS and Al Queda now? No doubt fueling the odd skirmish and feud.

Afghanistan is a different matter - it is an existing state with an impressive historical track record of repelling would-be invaders - not because the invaders lacked the wherewithal to launch successful attacks and hold Afghani territory but through endurance. That and the fact that historically invaders have all quickly lost interest in occupying Afghanistan.
