Everywhere I’ve been English has been spoken, sometimes quaint and archaic with a propensity to use the verb ‘to be’ in ways that are strange but nevertheless correct.
Commonly referred to as Indglish.
French is also widely spoken and in tiny Goa, Portuguese will give you social standing.
