The question is: which of the ideas which exist in men's heads can enhance civilization?
'Natural individual rights' in practice are contradictory and therfore nonsense; eg informing the concept of 'legal' war (via 'absolute national sovereignty') which is why endless wars and poverty are the continuing backdrop in human affairs.
