Can I ask you a question?

I once had a UK associate approach me and say can I ask you a question.

I responded, "you already have". and said no more. He was stunned, said nothing, and walked away. He didn't attempt to speak to me for two weeks after which informed me that his question was unimportant and he needn't have bothered to ask it in the first instance.

On another occasion I had a Welsh associate say "I will tell you a question", which was a very interesting use of English. He didn't ask he told me a question.

I find it annoying to be told "can I ask you a question".

Sounds like you spoke to Peccary first with his aimless curiousity of inefficiency.
Then you spoke to Smith next who didn't want your answer, because he considered you a Moron anyway.

You can get help with your social phobias..... as a team member you left out the TA and turned the rest backwards ... nothing unusual.

Can I ask you a question?  Why does it upset you so much?

If I was in a ...... usual mood I'ld say 'No'

Trick to that answer is to leave it as a one word answer, can say it politely

'can I ask you a question?'
'No'

It's not right. You go to the counter, sales person walks up and asks 'are you right?'
Answer : no.
