You posted rubbish.  Your first article is about courts being hacked. That's all public information anyway. You can find all the details about court cases in the public domain anyway.  Whoopdedoo.
Do you understand that the level of protection govts give information depends on what that information is anyway? Purchase orders for copy paper aren't as protected as the personnel details etc. A link that someone downloaded some files doesn't prove anything.

I know enough about the subject to say with certainty
that any top secret information should not be online on the internet.
Any computer with such information should have no connection to the internet.
That goes for Govt. and private industry.
