Meaning: so you don't have to pay sufficient taxes to properly fund mental health institutions.

They're all closing down, Bobby.

The mentally ill - along with the elderly, unemployed, and homeless - are being ignored by the government.

Have been for many years.

Mental health services are criminally underfunded.

It's one of the biggest mistakes we made ... in response to the overwhelming cruelty of many institutions, we shut them down. Easier i suppose than addressing issues that would have made them more humane.

Now our prisons and hospitals carry the brunt.

But you're spot on about the underfunding.
