Egypt outlawed the muslim brotherhood which Hamas is part of.

Here is an Egyptian talking about Hamas entering Egypt breaking into jails releasing muslim brothehood and Hezbollah terrorists and running amok in Egypt.

Egypt doesn't like Hamas they built a secure border to keep Hamas out of Egypt.
