Just to clarify, who fired the missile: Hamas or the IDF?

"Médecins Sans Frontières (MSF) said on Monday that one of its facilities had received at least 28 dead people, including women and children, following the strike."

Were these innocent women and children slaughtered by a direct attack from Hamas or a direct attack from the IDF?

I'm curious.
