It is when it is done to gain a political advantage which is the reason they are mostly losing in the courts. Moving boundary lines to water down the black vote. Turning two black districts into one. Closing a Democrat voter district and merging it into 3 republican districts. stuff like that. Some has gone through but a lot hasn't. The AEC rebalances districts to make it fairer. The republicans redistrict to win elections.

The vast majority of people cleansed from the rolls have been alive residents in their proper area. Rolls are cleansed by republicans in Democrat areas in an effort to prevent genuine residents from voting.

Just so. In 2020, there were multiple convictions for voter fraud. I believe all of them were Republican.
