What's needed is a Zero Tolerance policy like the one in New York City.

Between 1990 and 1999, homicide dropped 73 percent, burglary 66 percent, assault 40 percent, robbery 67 percent, and vehicle hoists 73 percent.

The key is an increased arrest rate AND an increased incarceration rate.  Cool

Could be implementing a kind of "Boot camp" for young offenders or a "Bad lads Army" for older types.

Bring in zero tolerance to replace zero consequence. 😎

Five members of an African gang have been jailed over a bloody street brawl with a rival group of thugs in western Sydney that left an Australian teenager dead and five other youths with knife wounds.

Oliver Coleman, 19, died after being stabbed in the heart near his home in Blacktown during the clash between the MOB (Money Over Bitches) and QSB (Queen Street Boys) gangs in September 2021 where a machete, kitchen knives, a zombie knife and golf clubs were wielded by the warring groups.

His five killers – Panashe Karise, 25, Ibrahima Diallo, 23, and three other males who were minors at the time of the attack and can only be known by the pseudonyms AD, AG and YA, were sentenced in the NSW Supreme Court last Friday to between six and 10 years’ jail each.

Karise (from Zimbabwe), Diallo (from Guinea-Bissau), AD and AG (both refugees from Sierra Leone) were found not guilty of murder but guilty of manslaughter during a trial earlier this year, after which YA (whose Iraqi parents fled the Saddam Hussein regime) pleaded guilty to manslaughter ahead of his own separate trial.


Justice Hamill said that the fatal altercation grew out of an “inexplicable hostility between two groups of young men” and drill rap music rivals, which had been sparked by a social media dispute.

The court heard that in the lead up to the fatal incident, members of the group were involved in social media and text exchanges, with one saying: “Cuz make sure … One of these … N****s … In the ground?

In another, AG said: “put one of n****z in (coffin emoji)”.

The court was told AD said in another message: “lol watch n**** y’all gone drop in your graves”.

In multiple messages the group referenced “blades” and circulated photos of Mr Coleman.

The group arrived at Mr Coleman’s William St home just after 9.30pm on September 1, 2021 yelling: “come out”.

Members of the group then bombard Mr Coleman with video chats, messages and audio messages as they stood outside calling him a “p***y” and telling him “aye, listen my n****. You didn’t come out your crib cuz.”

African youth, most notably those of South Sudanese heritage, are over-represented in the criminal justice system in Victoria. In 2024, African youth account for about 50% of young people in custody in Victoria, up from 4% in 2012.

The youth previously had his hundreds of charges struck out due to the doli incapax rule, which states a child under 14 should not be held criminally responsible unless it is proven that they knew their actions were morally wrong.

In a bail application on Thursday, police alleged the boy entered the home with two others and filmed the group walking around two luxury cars.

However, the teenager’s defence lawyer said it was “impossible to prove” the 14-year-old took the footage.

GPS tracking had allegedly pinged the teenager’s phone to the address during the time of the offending, the court heard.

CCTV footage also showed the boy allegedly leaving the property wearing the same clothes he was seen to be wearing in a selfie which was found on his phone.

“There is no doubt in my mind to say he did enter the house,” the magistrate said.

He is yet to plead on the new charges.

A court heard earlier this month the same teenager was involved in an incident in Melbourne’s southeastern suburbs, whereby a group smashed into liquor and lotto stores.

After the group gained access to the store, the teenager, who has spent more than 100 days in youth detention, allegedly drove two stolen cars in a high-speed chase involving police helicopters.

The court heard on Thursday the teenager, was on a refugee visa, which would be cancelled if he were convicted.

He was released on bail to residential care ahead of his sentencing at a later date.

The magistrates wanted him to “try something different”.

Victoria’s youth crime wave


It comes as alarming new figures have shed light on child and youth crime in Victoria.

The concerning figures released by the Crime Statistics Agency, showed crimes committed by children aged 10 to 17 rose to their highest levels since 2010.

The data also found children are increasingly involved in more serious and violent offences, such as robberies, aggravated burglaries, and car thefts.

Children aged 10 to 13 years old were responsible for 84 aggravated burglaries across the state. Five years earlier they were only involved in 18.

35 per cent of child offenders are repeat offenders who commit two or more offences.

In a statement, Victoria Plice said targeting the state’s worst child and youth offenders was a “top priority”, with over 2,700 arrests made in the past year as part youth focused operations, Operation Alliance and Operation Trinity.

“Sustained efforts are also made to connect young offenders with appropriate support services to break their continued cycle of reoffending,” police said.

“For lower-level offenders, police are offering cautions when appropriate to limit their involvement in the youth justice system.”
