Poster getting off on child porn

There is a poster who is obsessed with child porn and posting pictures of young children, would it be the right thing to do to report this to the authorities and does the mods of this board have any responsibility to take action when they see this type of behavior. Or have I stumbled upon a place where these type of people meet up and make connections. My instincts tell me that there is something very wrong here on this board when people let this sort of sexual fantasies flourish.

I can't think anyone would find it decent to dob in a fellow poster who has never posted any pornography or anything distasteful.
