Conservatives like piecemeal change, gradual change, recognising real changes in the real world.
They are not ideologically driven for a brand new world by revolution and re-engineering of human souls.

Bismarck in Germany was a conservative. He introduced the welfare state. Disraeli was a Tory PM and extended the franchise to the working class in 1867.
Menzies was a conservative and presided over the great post-war development of Australia. Thatcher brought change to sclerotic Labour Britain and Reagan to the US. Together they ended the Soviet union and with it the cold war- a pretty significant change.

And so on and so forth.
