If he intends to breach the Constitution or challenge its constraints on presidential power by the (mis)use of presidential executive orders, he'll be apeing what every president has done, in the hundreds—outside of wartime—since Grover Cleveland.

No, it's taking the unilateral presidential constitutional prerogative of pardoning to its logical conclusion, now that preemptive pardoning has long been established as constitutional.
