Here's another thought...

After Trump has pardoned himself, the next step would be to offer pardons/preemptive pardons as an incentive for those crims he wants in his administration.

Oh ja. Pardoning Matt's really going to absolve him before Congress, who need to sign off, but why not?

He could bring back Sloppy Steve, Rudy, and how about poor old Sidney Powell?

Thing is, who in a DL cabinet won't have the odd criminal charge? You wouldn't have a Trump White House without the stench of criminality.

A US Administration is many thousands strong, nearly all of them not requiring congressional oversight, not just a cabinet.
