I think that after the entire Muttiah Muralitharan chucking saga, umpires are extremely hesitant to call a bowler for chucking. I can't say I blame them, but I hope that they would call it if they believe they see it.

I don't think they can call it on the field anymore, it has to be referred to the umpires panel.

Get out in your back yard and try to bowl a ball with a totally stiff hyper-extended arm. Test it yourself.
