But I'm curious. I believe your previous take on doing crime involved doing time. What does your much beloved Constitution have to say about sentencing criminals for felonies?
Does it stipulate anything about unconditional dismissals?

Nope, & being the sentencing on the charges rests with New York State, one would conclude the ability to 'unconditionally dismiss' is their prerogative as well.
