When a sentence of unconditional discharge is imposed for a felony, the court shall set forth in the record the reasons for its action.

When the court imposes a sentence of unconditional discharge, the defendant shall be released with respect to the conviction for which the sentence is imposed without imprisonment, fine or probation supervision. A sentence of unconditional discharge is for all purposes a final judgment of conviction.

Carroll could make a civil claim because of the Adult Survivor's Act which amended the civil statute of limitations to allow "alleged victims of sexual offenses such as sexual assault and unwanted sexual contact in the workplace to file civil suits between November 24, 2022, and November 24, 2023"
