Tell you something else I'm old enough to know. In the government services you get promoted until you are incompetent. You do a good job you move up, again you do a good job and up you go. Finally you are promoted to a position you don't do very well, you don't get promoted anymore and you stay in a position you don't do very well.

3 of us went on a training course we were not qualified to attend. we didn't have the base product knowledge for upgrade training. We came out of it with no useable knowledge. I asked the guys if they got anything from it. The guy who was a good tech got the same as me (nothing) the politician got all he needed - He openly said that he got enough buzz words to be able to impress anyone in upper management. He had no intention or ability to actually support the product. He got the politics.

Good efficient workers are different from plodders. People who rely on communication skills and politics are often embraced by management but they are also the least likely to do the job well. You run into this business dynamic a lot.
