This episode reminds me of Hey, Hey, It's Saturday's 'Red Faces' with Harry Coonick Jr on the panel and his outrage at having to judge an act of blackfaced Jackson Five impersonators, which no one in Australia had a problem with at the time... until then...

The culture changed sharply after that incident when it was howled down in international media. - as now will happen to Musk.

Obviously two very different context. No Nazi salutes.

The salute was executed by extending the right arm stiff to an upward 45° angle and then straightening the hand so that it is parallel to the arm.  Usually, an utterance of "Sieg Heil", "Heil Hitler!", or "Heil!" accompanied the gesture.

Musk is lucky he did not do this in Germany, where it is an offence that is punishable by up to three years in prison (Strafgesetzbuch section 86a).

Wow, talk about splitting hairs. It was a Nazi salute every day of the week. No amount of counting degrees or checking what he said at the time will change this fact. It was a Nazi salute and Musk is rightly being attacked for it.
