Nah - he was waving goodbye to the Aboriginal 'culture' of the hunter-gather caretaking over the land by wandering about and not being numerous enough to do anything..

The Plains Indians were caretakers of the plains, you know - them imported horses that people here say do so much harm didn't do anything to the land there .... but some assholes here love to cull them.... horses that is...
