So Trump is Commander in Chief of the US Army and Navy.
Which means the helicopter pilot was employed by Trump.

Why is it then that Trump has no control over the actions of
his staff? Does he not care if they act in a manner contrary
to the safety of the public? Will he admit the possibility that
hundreds of people he employs may be incompetent, and if
so why hasn't he fired them?
